[c-nsp] SFPs with DOM on 6500

Just another data point: SFP DOM works fine for the SFP ports in the
Sup32-8GE.

(Well, mostly fine - integration of the transceiver monitors into the
SNMP MIB tables entPhysicalTable and entSensorValueTable fails to
happen at boot time, you have to unplug/replug SFPs to make that work.
Tried under 12.2(18)SXF6 and 12.2(33)SRA.)
