What version (and feature set) of IOS are you running? You'll need IP
Services to do PBR. Also you need to be using the routing SDM template:

sh sdm prefer
sdm prefer routing
reload

Changing the SDM template has other implications on the allocation of
TCAM resources to the various features, so you should read up on this if
you haven't already.
