[c-nsp] loss of advertised bgp route

Few minutes down for any reason it might caused, BGP keepalive will no 
longer exchanged and peer assumed unreachable.
BGP connection closed.
During troubleshooting (layer 1/2), if this only few minutes, what if 
keepalive interval time extended ?
