[c-nsp] Cisco 2821 and HWIC-1FE

Bernd,

12.4(11)XJ is actually a "newer" version than 12.4(16). 12.4XJ is based
on a 12.4T release, so it has newer features compared to 12.4 mainline.
So you don't downgrade, you rather upgrade. 12.4(15)T also support those
new HWICs.
