[c-nsp] RSVP Messages

Hi,

I've got a few NPE-G2s running on 12.4.11T1 running in the lab and I noticed that it has issues recognizing / understanding RSVP hello messages from my JUNOS boxes. Once I've stopped the hello messages from my JUNOS boxes, it stopped. I do not face issues with other boxes running on 12.0.x.

I remembered quite sometime back there was an issue similar to this where the IOS is unable to recognise RSVP hello messages.
