[c-nsp] Custom Queueing question

Hi guys,
I have this kind of configuration,

In this network I don't have any other traffic types other than ospf/pim 
packets.

The question is about the number of queues Custom Queueing offers -- 
according to documentation there must be 16 of them, but
as you may observe below there are actually 17(!) queues.
Also the fact of packets hitting queue number 0 is of a particular 
interest -- your comments would be greately appreciated.
