[c-nsp] problem with creating routed interface on FWSM

Hi,

I am having problem with creating an interface on
FWSM. I am trying to add vlan 630 into FWSM.
The version I am using is 3.1(5), and following shows
what I have configured:

On switch:

swp01#sh fir mod
Module Vlan-groups
------ -----------
  04   1,2,4,51
  05   2,3,5

swp01#sh fir vlan-g 3

On FWSM:

fwp02p# sh run int vlan630

 ip address 209.114.69.129 255.255.255.224 standby

But the interface is always down&down even I did "no
sh":

fwp02p# sh int vlan630
Interface Vlan630 "Auth", is down, line protocol is
down
  Hardware is EtherSVI
        MAC address 0019.06ed.9600, MTU 1500
        IP address 209.114.69.129, subnet mask
255.255.255.224
  Traffic Statistics for "Auth":
        0 packets input, 0 bytes
        0 packets output, 0 bytes
        0 packets dropped

So I run "sh ip address", unlike other interface,
Vlan630 is shown as "manual", any idea what caused
this?
