There is an ATM T3 interface, which is supported on 3640.

There is an HSSI interface, which you can use for T3 if you have an
external HSSI<->T3 converter.

The NM-1T3E3 interface has never been supported on 3640 - and I doubt
there is *any* IOS image that will make it work.
