Alaerte,
I had opened a case on this (as I didn't read the same docs you did ;))
and was said it was related to cef recirculation on some platforms. It
was required on my 2800, but e.g. not on a 7600. For IP VPN traffic to
work on an MPLS tunnel between a 2800 and 7600 I had to enable mpls ip
on the 2800 tunnel interface and allow targetted hello's on the 7600.
