[c-nsp] SUP7203BXL - show cat traf doesnt work ?

This generally indicates that you have a Sup720-base that was  
upgraded to Sup720-3bxl.  The hardware just does not support "show cat".

IIRC from the Sup720, only the packages that came from the factory as  
Sup720-3BXL have this counter.
