[c-nsp] User based rate limiting, the cisco way

What options are there for doing user-based rate-limiting in one box?

The scenario is, ~2000 customers are attached to a single GigE port,  
customers are differentiated only by their IP. Today, I use 6500/7600  
microflow policing to solve this. This works really good except the  
fact that customers are policed, not shaped. Is there any way to  
achieve the same thing but with shaping instead of policing?
