I recommend that you look at the SCE2020 product:
http://www.cisco.com/en/US/products/ps6151/index.html
It can have per subscriber QoS policies with Deep Packet Inspection
integrated with your RADIUS (as an option).

What options are there for doing user-based rate-limiting in one box?
The scenario is, ~2000 customers are attached to a single GigE port,
customers are differentiated only by their IP. Today, I use 6500/7600
microflow policing to solve this. This works really good except the fact
that customers are policed, not shaped. Is there any way to achieve the
same thing but with shaping instead of policing?
