[c-nsp] NEB-6509-UPG w/ 4000w Chassis

I was looking at our 6509-NEB chassis upgrade kits. They all talk about 
using a 3000W PS and how the 3000W PS has a connector that can be used 
with the supplied fan tray cable to power the fan tray.

I cannot find an analog on the 4000W PS. (As in a way to power the 
upgraded fan tray)

Does anyone know anything about this? Is there something I'm missing?
Are we bottlenecked at 3000W for the 6509-NEB-upgraded chassis?
