Overture has a number of solutions in this space.  Cheap too.  Check out

Does anyone have any suggestions for a scalable and inexpensive Ethernet 
over T1 solution?  By scalable I mean able to bond multiple T1s as well 
as some sort of solution on the CO-end for either mapping individual 
bonded connections into a VLAN or something.  I expect to start rolling 
out many more T1s in the near future to replace slow and less reliable 
DSL and cable connections.  Currently we have so few business T1s that I 
can terminate them individually but I expect a lot more in the future. 
I would also like to be able to offer our customers an option other than 
buying or leasing a router with a T1 interface.

Any other recommended options?  I see a number of options that involve a 
device on either end of a TDM link but I have yet to find one where the 
CO-end is scalable to cover multiple CPEs.
