There's a lot of political agenda and "stick your head in the sand and the
problem will go away"-tactics going on right now :-(

Deploying IPv6 on the ISP side is not the hard part - getting the users
to migrate and getting the content providers to provide content is, and
that process is veerrryy slow.

IPv4 will run out, no matter what we do - and then it's a question of
which side of the pain to choose.  "Having migrated to IPv6 already, and
no big pain later on", or "endless pain due to multi-level NAT and 
all applications having to work around that"...
