[c-nsp] ATM multipoint on a c7600 SPA/SIP-200

Can't speak specifically for the c7600, but I've seen this on 7200/7500 
when there has been an existing sub interface built on atm9/1/1.100 (for 
instance) that was point-to-point. The only way to resolve it was to 
reload the box to clear the ghost config.

Have you tried creating atm9/1/1.101 for instance? Was atm9/1/1.100 ever 
used before?
