And it'll happily send traffic out that interface if traffic destined
to that locally-attached network (at the very least) shows up.

Which isn't the O/P's issue but its one of those annoying asymmetric
L2 causes I see show up from time to time and it'd be very nice
to see a knob to enable/disable the above behaviour.

Yes, even if its only supported on certain platforms. That particular
caveat isn't new to Cisco.
