Actually there *is* an NM-A1-OC3SMI, but I am not sure whether it was
ever supported on the 2800/3800 series.  We used it for a while in a 3640
until the traffic reached a level when we decided to move to a 7206.

Besides this, my recommendation would indeed be a 720x/NPE-400/IO-2FE
and a PA-A3-OC3 (which is end of life, but still supported).
