[c-nsp] 100 meg links - VIP2-50 or VIP4-50?

Personally, I couldn't see any reason to go vip2-50, especially considering
the low cost of the 4-50's. My 7507 experience tells me that vip is to
under powered for that application. (at a minimum MAX out the memory on the
VIP regardless of what series it is)
