[c-nsp] 100 meg links - VIP2-50 or VIP4-50?

Back when we shut all our 7500s down, 128mb on VIP2-50s was enough to hold 
a full table with 12.2S software.  I'd be surprised if that wasn't still 
enough...but certainly there will come a day when it's not.
