[c-nsp] cap'ing each host/ip to bw limits

Well you can limit the bandwidth based on application, such that peer  
to peer or ftp downloads are not maxing out all of your available  
bandwidth.    There are some good NAC (network access control) inline  
devices from places like Elacoya or Packeteer which can limit on per- 
user and per-application, if you need that kind of granularity.
