[c-nsp] spanning-tree optimize bpdu transmission

Looking through my notes, in 2004 I saw this show up in
a config somewhere (can't recall if it was a 6500 or a dsbu
switch), and it was ack'd as CSCeb13403, a cosmetic bug.
