A SupIII is going to be the oldest one that fits this bill. The SupII+ 
(which came later) runs IOS, but you're stuck w/ 'ipbase' routing --
static, EIGRP stub, and RIP (a few years ago when they were still on the
12.2E branches, this wasn't enforced, but w/ 12.2S it is). Later models --
IV, and the V variants will also suit your needs, but are likely still
expensive on the secondary market.
