[c-nsp] 6500 not exporting layer 2 netflow data

Oops I misspoke ont the VLAN-BASED.  That is only need for QOS  
microflow policing.   The problem we had is that QOS (microflow  
policing ) and NDE are exclusive.  One or the other.

Then again CISCO changes how it works every release.
