For what it's worth, I just got my current TAC engineer to finally 
acknowledge that something isn't working right. Sadly, I had to teach 
him about the "Decode As" function of Ethereal over the phone to get him 
to understand that the packet capture I submitted really *did* contain 
netflow data, just on a non-standard port. Once he decoded the packet 
capture and saw that it only contained layer 3 flows, things got easier.

So at least I've gotten TAC to stop telling me "It's working fine." Now 
we move on to "Try upgrading to SXF13 while I escalate this."
