The "clock source line independent" keyword indeed fixes the issue, but 
it needs to be done without any channel-groups configured on EITHER 
controller.  This makes it difficult to do remotely.  :-)

The documentation is somewhat vague as it claims that only one 
channel-group is supported.  In fact, one channel-group per T-1 can be 
configured, not one per device.
