The release notes claim it *was* fixed in SXH3, it's specifically 
mentioned in the list of "resolved caveats"

Also, the bug in our case was triggered by an automated job:

  * cron job on unix machine
  * scp admin at router:startup-config /backups/router

...which doesn't read like the same bug.
