Just have them take the NetFlow telemetry from their CPE, and do with  
it as they will?

Also, some commercial NetFlow collectors/analyzers such as Arbor and  
Narus offer customer portals, which allows one to present customers  
with the telemetry and analysis for their traffic only, based upon  
source/dest addresses.
