[c-nsp] BFD for static routes

Phil,

Unfortunately, BFD on SVI is not currently supported...
Take a look at:
http://tools.cisco.com/Support/BugToolKit/search/getBugDetails.do?method

There are internal discussions to put it on the roadmap...
If you really need it, I suggest you contact your Cisco account team,
and make them push.

However this makes me unhappy:

% Unrecognized command
