I've seen that before as well. On some of the cards, there's an add-on
inline power module that fits onto the linecard itself. On that
daughtercard there's a power converter that supplies the proper voltages
for PoE devices.
Either that daughtercard has gone bad, or the whole linecard has and is
just misinterpreting something.
If it's under Smartnet, call it in for replacement, and they'll probably
just send you both the mainboard, and daughterboard as a 'new' unit.
But 99% certain it's a bad PoE daughterboard.
