[c-nsp] SNMP query for just one interface?

Find the ifIndex for the one interface, and instead of doing a table walk, 
just append that ifIndex to whichever interface object you're polling and 
do simple gets.

ifDescr.6
ifOperStatus.6
ifAdminStatus.6
etc.
