I've upgraded PSUs on 6509s without shutting them down, i.e. 2500 W -> 
4000 W, or 4000 W -> 6000 W by swapping them out one at a time.  During 
the times there was a mismatch, e.g. a 2500 W + 4000 W I don't remember 
there being anything of concern.
