[c-nsp] ISIS / NSF IOS XR

 I configured NSF under ISIS initially them removed it. Still shows NSF
'YES'; anyone seen this ? restarted ISIS process, cleared it nothing

This is IOS XR 3.6.1 and 3.6.0 both same condition.
