[c-nsp] IS-IS for IPv6: Passive Loopback Interface Address Not Propagated - Update!

So just an update on this issue; it turned out to be a bug. 

Bug ID CSCsu67637 has been filed.

The problem basically occurs if a v6 address is applied to 
the Loopback interface ALREADY configured 
with 'passive-interface Loopback0' under IS-IS (perhaps 
from a v4 deployment).

The workaround is to remove the 'passive-interface 
Loopback0' after the v6 address is applied, and then 
re-enter it.

This workaround survives reloads, as the v6 address would 
already exist on the Loopback interface prior to the IS-IS 
process initializing.
