Thanks for your reply.

Having the same NAS-IP-Address in both rules is not a typo.

In the first rule, we are saying 'If the NAS IP Address is NOT equal to
213.130.147.56 then apply the following rule'

In the second rule, we are saying 'If the NAS IP Address IS equal to
213.130.147.56 then apply the following rule'

Based on this information, do you have any further suggestions and are
you able to supply example configs of your own setup?

We have a very similar setup with multiple 7301 as the devices in the
middle. Works like a charm.
In your radius config above I've noticed that you use the same
NAS-IP-Address twice - is that a typo?
