[c-nsp] 2821 spurious reload

 From the 'sh stack' you posted offline it *appears* that this may be a 
result of:

CSCsv85009  fixed in 12.4(22)T2.

I didn't spend a lot of time analyzing it but the code tracebacks you 
sent me offline match up pretty closely.
