I am told Level 3 is to have it by the end of the year. Not sure on their middle east connections but since they own AS #1 my guess is they have pretty good connectivity everywhere.
We are looking to use 2 internet connections as a failover route for our corporate VoIP - they said as long as the traffic stays on their Internet backbone that QoS will be honored (which it should be between our 2 offices).
