[c-nsp] SNMP MIB for EVC monitoring (Ruzhanskaya Olga)

We're monitoring the traffic of service instances (under SRD2) just like the traffic of 
subinterfaces, ifInOctets/ifOutOctets, etc (in the latest IF-MIB, service instances are 
represented as subinterfaces and associated with an ifIndex).

No issues so far, except that we can't configure the bandwidth of service instances 
through the cli.
