[c-nsp] bootvar desync between RP and SP

I tried removing and readding these in IOS, but it doesn't change the
SP's bootvar at all.

Empty on all routers, both working and non-working. Seems like this is 
completely ignored, and the bootvar is what is passed to the SP.
