router#sh run | inc boot
boot-start-marker
boot system flash disk0:s72033-advipservicesk9-mz.122-33.SRC3.bin
boot system flash disk0:s72033-advipservicesk9-mz.122-33.SRC2.bin
boot-end-marker
I tried removing and readding these in IOS, but it doesn't change the
SP's bootvar at all.

Empty on all routers, both working and non-working. Seems like this is
completely ignored, and the bootvar is what is passed to the SP.
