You need to give the VOIP dial-peer a lower preference:

dial-peer voice 2000 voip
 preference 1
dial-peer voice 1000 pots
 preference 2

Alternatively you might be able to use trunkgroups and the associated
preference parameter but I'm not sure that will work with VoIP/SIP
peers.
