[c-nsp] High IPC LC Message Header utilization

I've noticed weird CPU utilization on a 7513 recently upgraded to
12.4(23) (AdvIP w/ SSH). The two top processes, by CPU usage, are these:
103 5834624 9290243 628 2.78% 2.58% 2.50% 0 IPC LC

3 3708356 10387227 357 0.98% 0.87% 0.82% 0 IPC CBus
process
Not exactly anything to get excited about, but that's ~4% CPU which
wasn't in use last week. I compared it to another 7500 running the same
code, which has very different CPU utilization for these processes:
103 9492 2990653 3 0.00% 0.00% 0.00% 0 IPC LC

48 1319160 3539843 372 0.08% 0.15% 0.15% 0 IPC CBus
process
The runtime on the IPC LC Message Header process is obviously way out of
whack on the first one - Is there a way to track down what is causing
this process to consume CPU? I had a quick look through the ipc sessions
and queues, with nothing which would really account for such a
difference in runtime.
Any idea where to look?
