[c-nsp] Channelized DS3 over SM fiber handoff

Guys!

Thanks to everybody who replied on and off-list.
Now I believe that telco will deliver channelized OC3, but I'll definitely have to reverify it with them.
I'm sure I'll have more questions, but at this point I guess I have to get more info from telco.
At least now I guess I have an idea what this is about.
