[c-nsp] router boots into ROMMON

Config register looks fine.  Most obvious thing would be that the bin 
file doesn't exist.

What does "dir sup-bootdisk:c7600s72033-ipservices-mz.122-33.SRD.bin" 
return?  Does the file exist?
