There's no "all of Cisco".  There's competing BUs.  If you buy switch BU 
SFPs, the ONS BU won't get money.  Can't have that.

(The amazing part is that not even the stock market seems to think that
this is a good strategy - it *does* increase revenue, though, until enough
customers are annoyed enough to find other vendors)
