[c-nsp] Weird Cat 6500 SUP2 problem

Make sure you have the bootvar's set right and the config register also
correct on both SUP's, as I once had a SUP2 that wouldn't boot, just to
find out the confreg on the spare was not right, so it was just dropping to
ROMMON..
