The RIPE IRR does this for europe at least, and I believe RIPE and ARIN 
collaborate on a US-centric equivalent. Those are based on ISPs keeping 
them up to date.

Or Robtex, or Fixed Orbit. Basically google for AS1234 and you'll find a 
few sites that collate peering and IP information from BGP collectors.
