Where does this come from?
The current document RIPE 463 (http://www.ripe.net/docs/ripe-463.html)
states : "Current guidelines require a network to be multi-homed for an
AS Number to be assigned. Requests must show the routing policy of the
Autonomous System"
But does not mention a verification nor blacklisting process.

Anyway, the syntax of which you speak is called "RPSL" (RFC2622) which
was supposed to have been superceeded by "RPSLng" (RFC4012).
The NCC actually deliver an excellent training syllabus covering
RPSL/RPSLng and you can find materials available from it here:
