[c-nsp] Is the 6704 really as terrible as everyone says?

As long as your packet rate doesn't get crazy high, you should be ok.  Got
lots of'em running a few gigs on 2-3 of the ports and haven't seen any
issues.  There's no oversubscription on the 6704 either.
