[c-nsp] iBGP fall-over without selective address tracking

Actually, answering my own question - this does NOT seem to work. 
12.2(33)SXI happily considers BGP routes as valid to reach BGP 
neighbours, and since we have a default route...

It seems like in the absence of selective address tracking my only 
option is to tune BGP timers?
