It seems likely that your Config Register setting is set to ignore the 
NVRAM config.  Check your "show version" output and make sure that the 
config_reg shows something like :


rtr-2>sh ver
Cisco IOS Software, 7200 Software ...
...
Configuration register is 0x2102
